Program leadership is executive management of large-scale development on behalf of the principal, led by Jared J. Bradley, AIA, NCARB. The Program Leadership Office holds an independent and consolidated view of scope, cost, schedule, risk, procurement, quality and delivery, and answers to the owner rather than to the organizations being measured.
The practice is engaged in the Kingdom of Saudi Arabia in service of the housing agenda under Vision 2030 and the national homeownership target. It works alongside local architectural leadership and under local authority and protocol, and holds the program discipline to a single international standard.

Capabilities & Standards
A single office holds the complete picture of the program and answers only to the principal.
Large programs are delivered by many parties, each with a reasonable incentive to present its own work well. By the time the aggregate picture reaches the owner it has been rounded and reframed several times. The Program Leadership Office removes that distance. Its authority is to require complete information. Its only client is the owner.
Governance is a written structure, established in the first thirty days, that the program runs on.
Organization and interface mapping, delegation of authority, reporting standards, meeting cadence, decision paths and escalation thresholds are documented at commencement. When a matter arrives eighteen months later, the answer to who decides is already written down.
Opener. Master schedule, approved budget, commitments, forecast, cash flow, contingency, procurement and change resolve into one record.
Reporting arrives from many organizations in different formats, on different calendars, against different baselines. The Program Leadership Office owns the reconciliation. Every report separates verified results from forecast and approved values from pending change, then states what decision is required, who holds the authority, by what date, and what delay costs.
Material exposure is raised with the owner when it is first known, not when it is most comfortable.
Risk and issue registers carry named owners, tracked mitigation and residual exposure stated plainly. When performance departs from plan the office runs root cause analysis, evaluates the options that remain, recommends action, and follows it to closure. Recovery options are widest when the owner learns early.
The practice sits inside a vertically integrated group that designs, builds and develops its own work.
A program executive who has never carried construction risk relies on the delivery team’s word. This office does not. When it challenges a schedule, a budget variance or a quality position, it challenges work of a kind it has produced itself. That is the ground on which its authority stands. In the Kingdom, that discipline is placed in service of the national housing agenda under Vision 2030 and delivered in partnership with local architectural leadership.
